An unwritten rule of scouting

At a recent court of honor for scouting where Nate was receiving some merit badges and advancing to the rank of Life scout, he looked around the room at some of the other scouts (who have earned probably 30 to 40 merit badges) then at his merit badge sash with is 10 badges and folded his arms over his sash.

Nate:  I don't think that I should be wearing this thing.  It's an unwritten rule of scouting that you shouldn't wear the merit badge sash unless you have more than 10 merit badges. It's kind of pathetic.

Robyn (to herself):  Who's fault is that?
